The alternative methods of dispute resolution are new field of study in Latvia. In most cases procedurial issues of these methods and their real practical application are outside any legal regulation. One of these alternative dispute resolution methods is called mediation. Person, who is responsible for the management of this process, is called mediator. The meaning of this term is known from the ancient civilization times. It is useful to understand the initial comprehension of mediation in order to sucessfully implement this process in the legal system of modern society. Nevertheless the elaboration of mediation procedure asks serious evalution of possibilites in order to completely evolve basic principles of alternative dispute resolution methods in the legal system of any country. Answering on question whether it is possible to completely realize the concept of mediation, it is necessary clearly understand, what it is and how you can use the advantages of this process in real life. Application of mediation in the Latvian criminal law obeys to the special requirements and depends on certain circumstances.

The article is dedicated to the research and assessment of trust and partnership impact throughout the main authors of innovation cooperation - universities, business and state. This impact is put on the innovative cooperation’s development of the border region (Latvia-Lithuania-Belarus) and production of innovative products and services in that region. The research region is consisting of the regions of Latvia (Latgale region), Lithuania (Vilnius region, Alytus region, Utena region, Panevezys region, Kaunas region), Belarus (Vitebsk, Grodno region, Minsk region, Mogilev region). Lack of attention to the above issues, related with border region, stresses the importance of the article. Innovations are key factor in long-term economic development of the region. The main condition for development is a purposeful formation and effective functioning of the territorial innovation system, in which one of the factors of its successful development is trust between participants of the system. The information base of the research is survey of 620 entrepreneurs of small and medium-sized enterprises in the border region.
Social-economic security – is a basic need, both in the life of an individual, household, and in various associations of people, society and state in common. Security serves as the main condition of life of people in a certain area, that reflects as a more equal distribution of the benefits, as an economic efficiency, a a social-economic stability and security. Municipalities, realizing their specific functions, serves as primary guarantee of social-economic security of the population. Article discusses methodological aspects of the assessment of social-economic security of the state in common, as well as administrative territories of local government in particular. Article deals also with statistical indicators of social-economic security at the local level. Authors has generalized an integral indicator of social-economic development of the municipalities, that helped to estimate the level of social-economic security in the territories of municipalities in Latvia.
The concept of national security is defined as purposeful action, which is subdued to the interests of state wellbeing and inner order. State agencies and organizations are granted the rights to fulfill such kind of activities. At the same time the definition of national safety does not involve quality of life of state’s inhabitants, environment protection interests and stability of political processes in the state. The idea of national security is overlooked only from the military force alert’s view not taking into account such social phenomena as crime level in the country. The concept of national safety of Latvia is researched through the economic and demographic processes making final conclusions based on statistics.
Economic growth and income differentiation problems are the most actual problems of modern research. The research is attributed to sustainable development research area. In a case of Latvian economy these problems have a huge actuality because of lack of researching works, where these parts of science are completely opened. Special interest causes question about the trajectory of economic growth and and uneven income. If GDP growth is connected with increasing income differentiation of population, then increasing income differentiation absorbs part of the effect on the growth of aggregate income. If GDP growth is on the background of lower income differentiation, the increase in total income is supplemented by regularity of revenue growth. Thus the social effect of economic growth increases significantly. What trends are taking place in income differentiation by regions and economic development of the regions in Latvia after the EU accession? What trends are taking place in interregional differentiation in income per household member, and in GDP? Is there a relationship between trajectories of economic growth and income differentiation in the regions of Latvia?
