The purpose of the study is to review the foreign practice of operating representative offices in Russia and other countries, develop criteria for their performance evaluation. The methodological framework of the study is based on the review and analysis of the existing mechanisms for evaluating performance of representative offices of foreign companies. in this study, general research methods are used: methods of empirical research, monographic method, structural-logical method, methods of multidimensional classification. For many economies, entrepreneurship is the major driving force behind economic growth. Small businesses create employment opportunities and improve the quality of people’s lives, which in turn favorably affects the country’s own development. Entrepreneurship is a powerful mechanism to reduce unemployment, which is one of the pressing issues of today. The originality and novelty of the study rely on the need to formalize and implement a systematic approach to governmental support of entrepreneurship throughout all business areas in Russia. It will positively affect the development of the economy in general and the efficiency of entrepreneurship in particular.
In the last few decades, the understanding of security has been changing. New areas emerged which may influence security facets, which were not urgent earlier. Now those facets can endanger individual persons or even states. Breaches of cyber security, separate attacks or intense cyber wars are becoming more usual than conventional wars in the physical space; violations of cyber security may cause great damage, ruin businesses or even temporarily paralyze full-fledged functioning of individual states or regions. Many countries of the world, realizing that such a threat is real, adopted Cyber Security Strategies; for some countries, this is not the first version of such a strategy. This article examines the place of Cyber Security Strategies in the system of state documents, the nature and importance of such strategies as well as whether they are binding on individuals and institutions. The article explores in more detail the principles of ensuring cyber security provided for in such strategies, i.e. the principles identified by the states, as important for ensuring cyber security. It is discussed why these principles are so different in the strategies of individual states.
Lately a lot of attention has been given to legal regulation of cybersecurity. This article will review legal regulation of cybersecurity in Lithuania. Historical retrospective of legal regulation of cybersecurity in Lithuania will be discussed, strategic Lithuanian cybersecurity documents will be analysed, and the Law on Cybersecurity of the Republic of Lithuania will be analysed and evaluated. After a comparative analysis of cybersecurity strategies and laws and a review of legal regulation of cybersecurity in Lithuania, gaps of law-making and of other measures were distinguished, and corresponding conclusions were made. The adoption of the new Law on Cybersecurity, which regulates many important institutes, is evaluated positively. But with regard to the current legal regulation on cybersecurity in Lithuania additional measures are necessary (functions of institutions that formulate cybersecurity policy and perform control functions have not been detailed and distinguished, also functions of the Lithuanian national Computer Emergency Response Team (CERT) are not foreseen in the Law on Cybersecurity, etc.).
Sustainable development and efficiency of public sector remain priority of governments. Hence, governments are concerned with assessment, plan and measure of functions performed by public institutions. However, various problems related to the methodology of functional review are indicated. The paper aims to develop the model appropriate for the planning and execution of functional reviews in public institutions. The research is based on the method of systemic analysis what let us carry out comparative analysis and synthesis of prevailing models developed by different scholars and practitioners. Suggested model contributes to sustainable development of public institutions by providing consistent guidelines relevant for various stakeholders.
