Based on the results of the research the following conclusions were formulated: 1) martial law in Ukraine has a direct impact on the unified state civil protection service, causes the presence of features of its functioning, as well as checking the state of readiness of services and forces that perform civil protection tasks; 2) in Ukraine, the bodies, services, forces of civil defense function simultaneously in two legal regimes: martial law and a particular period with a degree of complete readiness. In addition, the so-called “reconstruction period” is foreseen, which determines the additional tasks of the unified state civil protection service, the full implementation of which is possible after the end of hostilities and is actually implemented in the territories controlled by Ukraine and where there are no combat clashes; 3) the peculiarities of the functioning and diagnostics of the services and forces that perform civil defense tasks during the steam regime of martial law include: an increased degree of threats and risks due to missile attacks, kamikaze drone attacks, attacks from various types of weapons, and subsequently rescuing people from under rubble, liquidation of other consequences of destruction; a limited deadline for completing tasks; the need to restore critical infrastructure facilities related to the provision of electricity and gas supply as a result of rocket attacks; carrying out the evacuation of the civilian population in the zone of active hostilities; the presence of emergency situations with a wide variety of consequences, including those of a potentially man-made nature, which have a cross-border impact on neighboring states both in the short and long term.
Despite rich experience indicating that waging wars is risky and not very ‘profitable’, particularly from the last decades’ perspective, and it also has a demoralizing effect on societies engaged in the conflict strengthening the tendency to aggression, nationalism, at the same time destroying the natural environment, it is difficult to imagine the world without an armed confrontation in the future. Such a course of action is proven by ‘the Ukrainian scenario’, or the situation in the Middle East. Motives pushing people to armed confrontations are quite complex and do not result from a simple need of domination and possession. War is quite closely connected with the domain of the sacred. Violence and religion are placed in close neighbourhood. Thus can values represented by great monotheist religions be ‘useful’ in the conducted polemological-irenological discourse and in the process of building a desired international security system? Do the components fostering war aggression dominate over ‘pacifist reflection’ in Judaic-Christian and Islamic spirituality? One may risk a statement that religion regardless of time and latitude, is not an indifferent factor from the point of view of waged conflicts.
Security, synonymous with stability and development, in its most desirable form ensures certainty of existence, preservation of identity, freedom of affiliation, activity and functioning of individuals and communities, integrity and independence, satisfaction of basic needs, defence against their loss, prosperity and satisfaction. The interpretation adopted for the purposes of the paper refers to several elements that affect national security. It is primarily creating its security by organising society on the basis of power, giving its actions a purposeful character serving to maintain order and stability, and social order. Another element is the creation of certain states of social reality through the policy of the institution of power, which relates to the present, but inevitably leads to the future. The third element is the creation of future, desired social, political and economic phenomena and processes forming the order and the basis for further related activities, based on the policy instrument, which is the national security strategy. The last element is combining all of the previously listed in national security management. Together, these elements create an interpretation of the way of transforming and creating the state’s ability to ensure its security, a necessary condition for its existence and development. The presented study, not exhausting the subject, allows for the formulation of directions for further research, which appear to be important in creating national security.
