In contemporary discussions on law, the concept of the rule of law has gained significant attention and has become a widely used term. The concept has been particularly prominent in the Polish public discourse due to the ongoing dispute over judicial reform between Brussels and Warsaw, as well as the primacy of EU law over national law. The rule of law is often discussed in relation to the judiciary’s independence and its role in upholding principles of European, international, and Polish constitutional law. However, the multitude of definitions and the ideological abuse of the concept have raised concerns about its overuse and lack of value. This article explores the essential contestability of the concept of the rule of law and its association with political assumptions. It also examines the instrumentalization of the rule of law and the potential implications of promoting a universalistic interpretation. The article concludes by emphasizing the need for a critical examination of the concept and its application in legal discourse.

Understanding the multidimensional aspects of emergencies and employing resilient responses is crucial for individuals to thrive in adversity.
As part of its analysis in the area of HR mode of work, the article presents key practical insights and experiences of companies providing guidance for HR teams seeking new solutions in human capital management. Today, companies are undergoing constant change. Increasing customer demands, constant pressure from competitors and the threat of unexpected market entries are disruptive. These disruptive changes affect both companies and their employees. The digitization and personalization of daily life, coupled with the rapid introduction of a plethora of enabling technologies in the workplace has caused a dramatic shift in the business landscape.
The constant presence of natural and anthropogenic hazards in the social development processes suggests the need to take them into account when predicting its development. Today, due to the spread of the COVID-19 pandemic, various economic instruments have been implemented in most countries to support the population and stabilize the economy after taking emergency measures to prevent the incidence of coronavirus infection. Based on the expert survey, the authors have determined the socio-economic and macroeconomic impact of the COVID-19 pandemic, different approaches to respond in various life spheres of the population, as well as measures undertaken by different countries to support the population and national economy in the context of the COVID-19 pandemic.
National security and sustainability are the main priority of any state. Therefore the Republic of Lithuania as well as any other state follows its National Security Strategy which establishes the interests of national security, directions of its evolution, the security and defence policy in general, means and types of risk factors and threats to the national security. This study investigates the issues of legal preparation in the military high school. The topical issues directly related to the national defence and security which arise in the run of the training course for the military, especially junior leaders at the institution of higher education in the sphere of providing them with the basic legal knowledge, are presented and examined in the article. In the process of training and upbringing of a junior leader more attention is paid to their professional skills and competencies, and a leader’s and subordinate’s personality, therefore, a system of legal preparation and training provided for students of this kind of educational institutions, its role and degree of influence on personal qualities of a future leader have not yet been studied and described in scientific publications. The above mentioned observations determined the rationale for choosing the topic for the research paper. Its relevance is without doubt. It has been concluded that a leader who is politically correct and competent in the legal sphere can ensure that the decisions made are well-reasoned, consistent and adequate, and they are aimed at the elimination of possible disagreements which might emerge in the sphere of human resource management, management of military units in the run of resolving their daily tasks, holding negotiations at any levels, as well as enhancement of the army’s defensive power in general.
The prime objective of the current study is to investigate the total sovereign debt on the economic growth of Thailand. Since domestic debt is considered to be an economic growth stimulator particularly during the period of recession, therefore, its instruments are intended to analyze in this research. In a country, the lack of funds may negatively influence economic growth, therefore, most countries like to use external debt to finance its expenditures, such as Thailand. This situation can be improved by focusing on these countries developmental research. In Thailand, the information scarcity regarding domestic debt acts as a policy constraint while designing an effective domestic debt mobilization policy. Thus, the present study predominantly aims to investigate the domestic debt effects on Thailand economic growth. The study has examined the domestic debt effects on the economic growth, during 1998-2018. The variables used in this study are extracted from the previous literature and the theoretical framework used in this study. The key variables analyzed are Treasury bills, Government securities, and Investment issues, not forgetting the loans mainly housing loans fund, market loans of Thailand. The study has used the Johansen and Juselius co-integration approach to examine the long run relationship while ECM approach was used to see the speed of adjustment in the short run. Furthermore, we have conducted the Lagrange Multiplier test to all variables to check the presence of autocorrelation. The results show that there is no autocorrelation in the variables. For the instrument of Government securities, we have found that all the variables which are financial sector, social security institutions, insurance companies, and financial sector show a statistically significant result in long run analysis. On the other hand, short run analysis based on ECM model shows that social security institution, insurance companies, financial sector and foreign holders turn to be significant while public sector show insignificant results. The result for ECM also shows that the model is well adjusted in the short run.
The article scrutinizes the importance of sustaining secure ambience for cadets of the Military Academy of Lithuania (MAL) via balancing emotions and perception in attaining accelerated second language learning and acquisition. This Confluent approach to the second language learning and acquisition was constructed by the teachers of MAL to facilitate and accelerate the second language learning and acquisition of the learners via sustaining secure ambience through balancing their emotions and cognitive features necessary for gaining best effect of second learning and acquisition. Consequently, the already constructed Confluent (holistic, emotionally and cognitively balanced) second foreign language learning and acquisition approach, will significantly sustain secure ambience for the learners which will lead to accelerated foreign language learning and acquisition. In terms of verification of this hypothesis, the research was carried out with cadets of the Military Academy of Lithuania. Experimentally achieved results are presented in the article.
This paper is focused on the current state of opinions and positions on issues of education and development of commanders within the Lithuanian and Austrian Armed Forces. The contribution presents the results of a questionnaire survey entitled „Analysis of current situation, opinions and attitudes to the issue of education and development of military commanders (managers) of chosen subjects in subordination of the National Defence System of Lithuania“and „Analysis of current situation (opinions, attitudes) of the issue of education and developmet of managers (military leaders) of chosen subjects in subordination of the Austrian Armed Forces“. The selected areas provide a current overview of the opinions and attitudes of the views of awareness and opportunities for consultation, development of managerial skills and leadership managing at the beginning effect on the function, development needs, barriers, educational and development activities attendance and integration of new elements to training. Attention is paid to the methodology of Crew Resouce Management from a civilian and military point of view, its history, focus, aplication, etc. This paper focuses on the use of CRM at United States Navy and Marine Corps, United States Air Force, United States Army, United States Coast Guard and other world´s military services.
Mining and metals production sector (MMPS) of Ukraine is one of the basic for the state’s economy. The sector’s output, as well as the gradual increase in production, gives reason for taking a favorable view of its development prospects. Until the mid-90s MMPS of Ukraine key representatives were separate companies that operated as independent legal entities. However, during 1999-2004 the MMPS enterprises integration into the structure of major private transnational financial industrial groups took place. Large-scale consolidation of major enterprises that occurred in order to adapt to market conditions contributed to the emergence of business combination referred to as holding company. In the future, Ukrainian iron and steel companies’ competitiveness in the world market will be largely determined by the scope of their participation in the global consolidation processes. Their future directly depends on the rate of large corporations’ formation and restructuring, including changes in the mechanisms of corporate governance. This is one of the most important ways to improve the efficiency of the national iron and steel industry.
While labour market research is not a new phenomenon, interest in it is growing. Literature frequently discusses changes in the market as separate disciplines, isolated from each other. On the other hand, it can be found that more and more scientists understand and choose interdisciplinary research as a powerful tool for understanding, critique, explanation and change. But some of these approaches have difficulty accounting for change and the co- existence of similarity and diversity, as well as being ‘gender blind’.
This article critically reviews a range of theoretical approaches to employment research and practice using the lens of feminism. The appropriate integration of gender awareness into mainstream theorizing, is advocated alongside its separate development. In addition, in this article we provide a multidisciplinary approach and attempt to integrate important aspects (knowledge, education, entrepreneurship, self-employment and informality, employment and globalization) that the analysis of labour market and research puts forward. In the light of this assessment, this paper sets out to indicate potentially useful approaches for conducting employment research in the future, where gender is a core component of analysis. Such approach aims to act as a catalyst to provoke a more extensive debate on this topic.
