The article focuses on the complex and long process of liquidating the world's chemical weapons stockpiles under the control and supervision of the Organization for the Prohibition of Chemical Weapons, headquartered in The Hague. The main possessors of chemical weapons from the end of World War II until their complete destruction were the United States of America and the Russian Federation (formerly the Soviet Union). The process of destroying chemical weapons by the main owners is described in detail. Surprisingly, the completion of the destruction of chemical weapons in the Russian Federation was announced already in 2017, while the United States of America announced the completion of the destruction of its chemical weapons only in mid-2023. A significant fact remains that in 2013, the Organization for the Prohibition of Chemical Weapons was highly honoured by receiving the Nobel Peace Prize. The last part contains official announcements about the end of destruction of chemical weapons in the world.
The article analyzes the role of firefighting units in armed conflict and their importance for the protection of civilians. Using examples from Ukraine and Israel, it describes the expansion of tasks from classic firefighting and rescue to civil defense activities: evacuations, interventions in simultaneous fires, technical assistance and debris removal, emergency water supply, handling unexploded ordnance and CBRN incidents, and providing psychosocial support. He discusses key challenges (safety, logistics, staff workload) and emphasizes the need for coordination with the Integrated Rescue System and the army. He proposes recommendations for increasing preparedness and resilience.
This paper focuses on identifying risks in selected social facilities in relation to the possible occurrence of an emergency. Risks are dealt with for residential social facilities that provide meals all day long in the territorial scope of the city of České Budějovice. Via the application of the KARS method, selected risks are assessed using their correlations. In this way, the risks are divided into those that primarily threaten the examined social facilities, as well as risks that represent hierarchically-lower risks, or those that were assessed as relatively safe. The research investigated risks in relation to emergencies that occur when social services are provided within the cadastral territory of the České Budějovice. The KARS method was used to identify the risks that are most dangerous for social facilities. In the first stage of the analysis, group risks were ascertained that occur during the operations of individual facilities. The risks were divided into those that primarily threaten the social facilities, and to those which hierarchically represent lesser risks, or were assessed as relatively safe.
