The methodological foundations of the formation of analytical support for public administration of cybersecurity have been improved. Based on a combination of hierarchical and non-hierarchical clustering methods using the IBM SPSS Statistics package, the country’s regions have been grouped into four clusters, which is the basis for adjusting the priorities of the state cybersecurity policy, a well-grounded approach when choosing means and instruments of influence at the regional level. In modern doctrine and practice of international law, the issues of qualification of cyber warfare remain controversial. There are approaches to justify the application of international humanitarian and criminal law. The most justified, in our opinion, is the qualification of cyber warfare as a violation of the UNO Charter and the use of force, and in some cases – the crime of aggression. The substantive rules of the institution of international cooperation in the fight against cybercrime determine the special principles of this kind of cooperation, the criminalization of certain types of illegal acts, as well as institutional mechanisms and capacity building. The system of international combating cybercrime is based on the principles of technical neutrality, multi-stakeholderism (public-private partnerships), as well as the equivalence of human rights online and offline. In the future, cybercrime will be associated with the use of innovative technologies. As it has been established by the example of the Internet of things, the latest technology, as a general rule, is included in the scope of existing international agreements on cybercrime, but there is no special regulation for them. We propose formal consolidation of the provision on “emergent technologies” in the texts of international legal acts in the field of combating cybercrime. First of all, this concerns the future UNO Convention on the fight against cybercrime, which should also provide for an additional body, such as the T-CY Committee under the Council of Europe Convention, which will provide clarification on the application of the agreement in specific changed circumstances.

The article investigates the specifics of the military-industrial complex functioning in Ukraine. Theoretical analysis has shown that the development of the country’s defense industry and the state of enterprise`s financial security within this industry have a dual impact on various components of the national security system: is a realization tool of the national interests, which in turn creates opportunities for its strengthening, and it can also be a source of threats to the state`s economic security by its components due to the accumulation of internal negative elements on enterprises (insufficient development and low level of military products competitiveness, obsolescence of fixed assets at enterprises, etc), as well as due to the low ability of enterprises to respond adequately to the challenges arising from changes in external conditions and factors (disruption of sustainable cooperation, increased competition between different military products in domestic and foreign markets, etc). The activity legal framework, legal status and structure of the state concern “Ukroboronprom” have been defined. The strategic growth priorities of defense industry of Ukraine have been cleared up. The financial security of enterprises operating in the defense industry can be ensured not only by using passive mechanisms to resist internal and external destructive factors, but also by mechanisms of efficient interaction with the environment. This in turn allows the company to avoid the need to invest capital in sources of raw materials, production or creation of distribution channels. Access to certain technologies or knowledge, the advantages of narrow specialization and the possibility of increasing consumer value, these all are important reasons for establishing strategic cooperation between different companies.

The article deals with the study of the financial security of the state as a component of its national security. It has been established that financial security is state’s ability to react in an adequate and immediate way to internal and external negative financial influences in peacetime and in emergency situations, in particular in the context of a hybrid war. It has been established that the components of the financial security of the state are banking, debt, budget, currency and monetary security. It has been found out that corruption, financial and economic crime, hybrid war, fiscal decentralization, and lack of a strategy to protect the financial and economic interests of the state are threats to the financial security of the states in the present conditions. At the same time, proper protection of the financial security of the state against internal and external threats is possible only in case of quality management of the financial and economic sphere, first of all, this is the identification of threats to the financial security of the state, conducting of financial control, and counteraction and combating against financial and economic crimes, which is the task of law enforcement agencies. The development of the idea of creating a single law enforcement agency of Ukraine empowered to prevent, detect, suspend and investigate financial and economic crimes was considered. For comparison, attention was drawn to foreign experience, namely Italy, Romania, Macedonia, Austria, Croatia, Latvia, Lithuania, for which the activity of such law enforcement agencies is already established practice. The positive aspects which can be implemented in Ukraine as well as in other countries, intending to create a new law enforcement entity, were emphasized.

The Eurasian Economic Union (EAEU) system of the economic security is required to form the path of efficient development of the Common Economic Space (CES). The aim of the study is to quantify economic security and develop measures to ensure macroeconomic stability of the EAEU member states. The index estimation method, cross-country comparisons of indicators, and the expert ranking method were selected for research. The authors’ method of calculating the integral index of economic security of an integration association has been presented, which includes three groups of indicators: development of the national economy, social and financial security. The results of the analysis have revealed that the highest level of economic security has been established in the Russian Federation and the Republic of Belarus. However, low GDP per capita in all EAEU countries, as well as low rates of GDP growth, production, industrial production, and value added in agriculture and gross capital formation in the largest EAEU member state – the Russian Federation, and a large volume of foreign currency borrowings in Belarus and Kyrgyzstan affect the level of economic security of the integration association. The most important threats to economic security have been identified as a result of expert ranking: tougher sanctions, depreciation of national currencies, and spontaneous migration processes. The results of the study allow the authors to conclude that measures must be developed to coordinate monetary policies, as well as to expand integration in the social and labor spheres.

The article analyses conceptions of both, the economic security and financial security of the state, in respect to a recent increase of attention given to assuring the state’s economic security while emphasizing mostly the financial factor. Therefore, a thorough analysis on the two conceptions, as well as, on their interrelation, based on scientific literature, revealed that state’s financial security and stability can reflect the economic security of the state only to some extent. The performed scientific practical research verified the hypothesis, which emerged during theoretical research, that financial security and stability cannot fully ensure the economic stability of the state.
